MHCP Board of Directors – Biography
John Barrett-Hamilton, Chair
John Barrett-Hamilton was appointed as Chair of the Board of Directors to the Mental Health Centre Penetanguishene (MHCP) in 2008. He is also Chair of MHCP’s Governance and Executive Committees, and a member of the Finance, Property, and Joint Conference Committees. He brings a wealth of experience to the Board, having previously served as a member/Vice-Chair and Chair of the Board of Directors for the Penetanguishene General Hospital for the past six years. John served as the first Chair of the Board of Directors for the Martyrs’ Shrine in Midland.
He has attended the following Ontario Hospital Association courses/workshops: Effective Health Care Governance; Advanced Certificate in Board Governance; CEO Compensation and Evaluation; and Certificate in Leading Board Committees.
John served on various Town of Penetanguishene committees, including: Planning Committee, and the Penetanguishene Public Library Committee.
John graduated from Gonzaga University in Spokane, Washington with a Bachelor of Arts in Philosophy and English. John’s career path included teaching high school at Loyola High School in Montreal, working for the Toronto YMCA as a Detached Street Worker and Counsellor, and The City of North York as a Manager of Youth Programs. John was appointed General Manager for the Huronia Historical Parks, Ontario Ministry of Tourism, Culture and Recreation, responsible for two Ontario historic tourist attractions: Saint Marie among the Hurons in Midland and Discovery Harbour in Penetanguishene. John held this position for 19 years until his retirement in 2002.
John McCullough, Vice-Chair
John McCullough was appointed to the MHCP Board of Directors in 2008 and was subsequently elected as Vice Chair in June of 2009. He is also a member of the Governance, Joint Conference, and Forensic Advisory Committees. Previous Board experience includes: past Chair of the Board of Governors at Georgian College of Applied Arts & Technology; Chair Mental Health Implementation Task Force; Chair Public Education and Communications Committee; Provincial Task Force; and Wendat Community Psychiatric Programs. He was the founding Chair of the Simcoe County Board of Education.
John is a graduate of the Radio and Television Arts Program, Ryerson University. Past employment includes General Sales Manager, CKVR Television, and Executive Director with the United Way. He is currently employed as Vice-Chair of the Ontario Parole and Earned Release Board. He brings a wealth of experience, having served on a number of local, regional and provincial organizations and committees. He is an active member of the “Power of Education” fundraising group and the Governors’ Circle at Georgian College, is a Life Member of the Advisory Council, Salvation Army, Barrie, and is a member of the Society of Ontario Adjudicators and Regulators.
Edward Connors
Dr. Edward (Ed) Connors was appointed to MHCP Board of Directors in June of 2009. He served as Vice President for the Canadian Association for Suicide Prevention from 1990 to 1997; and is currently an Honorary Member of the Board of Directors of the Native Mental Health Association of Canada. He is also a member of the Elder Advisory Committee Enaahtig Healing Lodge and Learning Centre, as well the Family Caregivers Advisory Committee for the Mental Health Commission of Canada.
Ed graduated from the University of Toronto with a Ph.D. in Psychology in 1983, and received an Honors Bachelor of Arts Psychology from McMaster University in 1976. In 1993 he established the Onkwatenro'Shon:’A Health Planners, a health care consulting firm for First Nations communities. In addition to his work with various First Nations communities in Ontario, he provides consultation to and various training with First Nations social and health services across Canada. He has written numerous papers and conducted workshops/conferences on a wide variety of issues including native mental health, suicide prevention, sexual abuse, First Nations traditional healing, children and youth mental health, family support, counseling and restorative justice.
Elizabeth (Betty) Coyne-Dubeau
Elizabeth (Betty) Coyne-Dubeau was appointed to MHCP’s Board of Directors in 2008. She is also a member of the Ethics and Quality Committees. She is currently a member on the Penetanguishene General Hospital Board, and the Catholic Health Association of Ontario Board. She previously served on the Long Term Disability Board of the Metropolitan Separate School Board, and the Penetanguishene Public Library Board. Betty has completed: the Ontario Hospital Association Effective Health Care Governance (OHA Level 1 Credential), and Advanced Certificate in Board Governance.
Betty graduated from the University of Toronto with a Master of Education and Bachelor of Arts, and holds an Ontario Teaching Certificate (Special Education Specialist, Library Specialist). She is a retired school teacher, and is now actively involved in a number of community
organizations, including: the Catholic Women’s League; Daughters of Isabella; St. Vincent de Paul - Prison Ministry; Child Find Ontario; and Pursuits.
Kathleen Finney
Kathleen Finney was appointed to the MHCP Board of Directors in 2008. She also serves on the Finance and Ethics Committees. Kathy has attended the Ontario Hospital Association Conference for Board Finance Committee Members.
Kathy received a Diploma in Nursing from the Sudbury General Hospital Marymount School of Nursing, and a Bachelor of Science Nursing from the University of Windsor; she later obtained a Master of Public Administration from Queen’s University. Ms. Finney has extensive mental health experience having been previously employed at the MHCP as Director of Nursing and Associate Administrator. She is now enjoying retirement.
Fred Flood
Fred Flood was appointed to the MHCP Board of Directors in 2008. He also serves on the Finance, Property and Executive Committees.
Born in the Netherlands but moving to Canada at an early age, Fred graduated from the University of Waterloo in Honours Kinesiology. Taking the cooperative education course, his work terms included placements at the Huronia Regional Hospital for the mentally challenged in Orillia. Following graduation, he then began his career in municipal work as Athletics Director in the Kitchener Parks and Recreation Department. Fred subsequently moved into more municipal administration completing further education and certification in municipal law, community economic development, human resources, and management training through the Canadian branch of the American Management Association. Moving to Midland as Deputy Clerk, he soon became the Municipal Clerk and was subsequently appointed the Town’s first Chief Administrative Officer, a post he held for 17 years leading to his retirement. Fred was recognized for his achievements being given Midland’s Award of Merit for his “many years of dedication and providing distinguished direction and leadership to Council and staff”. Fred has also served as a Board member of the newly established Midland Public Utilities Corporation and on the All Saints Anglican Church Advisory Board, including chairing the restoration committee. While retired, he continues to do some part-time consulting work.
Katy Ginn
Katy Ginn was appointed to the MHCP Board of Directors in 2009. She also serves as Chair of the Property Committee, and is a member of the Governance and Joint Conference Committees. Katy has completed the Ontario Hospital Association ‘Certificate in Leading Board Committees Conference’.
Katy graduated with a Bachelor of Science from Queen’s University, Bachelor of Architecture from Carleton University, and a Master of Business Administration from York University. She was previously a senior partner of Agnew Peckham Healthcare Planning Consultants – a consulting firm that provides services exclusively to healthcare organizations. She is currently the President of KG Healthcare Consulting and brings many years’ experience, having provided multi-faceted operational and facilities planning knowledge to a variety of hospitals and healthcare organizations across Canada.
George Kytayko
George Kytayko was appointed to the MHCP Board of Directors in 2008. He is also a member of the Property and Finance Committees. He has been a member of the Penetanguishene General Board of Directors since May 2008.
George graduated with a Human Resources Management Diploma from Confederation College in 1972; he received a Bachelor of Arts, Economics from Lakehead University in 1974. He has completed the Health Services Management Program - Canadian Hospital Association, and in 1994 became a Certified Health Executive with the Canadian College of Health Service Executives. George has extensive managerial and mental health experience, having worked as: Assistant Administrator, Hamilton Psychiatric Hospital and Regional Personnel Director at both Queen Street Mental Health Centre and Whitby Mental Health Centre. He was a founding member of the Council of the Ontario College of Occupational Therapists and a recipient of the Central Ontario Mental Health Award. Most recently, George was the Hospital Administrator at MHCP from 1986 until his retirement in 2005.
Tracey Rynard
Tracey Rynard was appointed to the MHCP Board of Directors January 2010. She is currently a member of the Board of Directors for Shelter Now, an active member on the Community Living Huronia Committee and Quota Club, as well as a volunteer for physician recruitment efforts.
Tracey graduated from McMaster University with a Bachelor of Science in Psychology in 1993; received a Bachelor of Arts, Political Science from the University of Toronto in 2000 and completed her legal studies at Osgoode Hall Law School in 2003. She was called to teh Bar in 2004. Previously, she worked in Toronto practicing law in a variety of areas including health law, not-for-profit and charity law and asset based financing. Tracey is currently employed at Hacker Gignac Rice law firm in Midland specializing in wills, trusts and estates, charity and not-for-profit law.

Miles Schell
Deacon Miles Schell was appointed to the MCHP Board of Directors in 2008. He is also a member of the Ethics Committee.
Deacon Schell received a Bachelor of Theology at the Newman College of Theology, and is currently working towards a Masters in Theology. Following four years’ studies for pastoral ministries at St. Augustine’s Seminary, he was ordained as Roman Catholic Deacon at St. Michael’s Cathedral, Toronto on June 7, 2004. He is currently employed as a contract Chaplain at the Beaver Creek & Fenbrook Prison for Men in Gravenhurst, Ontario. He has previously worked as a Volunteer and Family Support Counsellor to advocate on behalf of released offenders and their families, and to provide coaching regarding employment opportunities.
Doris Shirriff
Doris Shirriff was appointed to the MHCP Board of Directors in 2008. She is Co-Chair of the Ethics Committee, and is also a member of the Executive, Finance, and Governance Committees. She is a member of the Penetanguishene General Hospital Board of Directors, and a past member of the MHCP Community Advisory, Community Living Huronia, and North Simcoe Catholic Family Life Centre Boards. Doris has completed the Ontario Hospital Association Advanced Certificate in Board Governance course. She is a Certified Member of the Canadian Health Services Executive (retired).
Doris received a Bachelor of Arts, Health Services Administration through the Canadian School of Management. In 1962, she was employed at the Penetanguishene General Hospital where she held various positions; in 1996, she became Chief Executive Officer until her retirement in 2003. She has an extensive portfolio with previous involvement in numerous committees both regionally and provincially, including member and Vice-Chair of the Simcoe County and
Simcoe/York District Health Council, and Simcoe-Muskoka Health Network. Recently Doris was Co-Chair of the Huronia Hospitals Foundation Capital Campaign successfully raising $4.5 million in the community. She is currently a member and Director of the Catholic Health Corporation of Ontario.
Alison Vallance
Alison Vallance was appointed to MHCP’s Board of Directors in 2008 and served as Vice Chair until June 2009. She currently serves as the Vice-Chair on MHCP’s Governance Committee, and is a member of the Finance, Property and Joint Conference Committees. From 1999 until September 2008, she was a member of the Board of Directors and Treasurer for the Midland Area Reading Council and, for most of that time, its Treasurer. In 2003 she was elected as a member of the Board of Directors to the Penetanguishene General Hospital, and is the current Vice Chair. Alison has attended the following Ontario Hospital Association courses/workshops: Orientation for New Trustees; and Advanced Certificate in Board Governance.
Alison attained a Master’s Degree in Environmental Studies from York University in 1984; in 1961, she received an Associate Degree from the Ontario College of Art. After practicing for many years as a textile designer, she entered arts administration in 1984 at the Ontario Crafts Council, beginning as Manager of Extension Services, then as its Associate Director. In 1991, Alison became Chair in the Faculty of Arts at Sheridan College and retired as Academic Director of Visual and Performing Arts in 1998. For eight years, she was a volunteer tutor for the Midland Area Reading Council, and is also an active member of the physician recruitment program in Elmvale.
Betty Valentine
Betty Valentine was appointed to the MHCP Board of Directors in 2008. She is the Chair of the Finance Committee, and is also a member of the Governance Committee. She is a member of the Penetanguishene General Hospital Board of Directors, and past Board member for the Huronia District Hospital, Hospice Huronia, and Rosewood Women’s Shelter. Betty has attended the following Ontario Hospital Association courses/workshops: Orientation for New Board Members; Advanced Certificate in Board Governance; Conference for Board Finance Committee Members.
Betty obtained her post-secondary education through the St. Lawrence College Distance Learning Program, Kingston, Ontario in Municipal Finance, Municipal Tax Collection and Municipal Clerks and Treasurers Certification. She was previously employed as Municipal Treasurer for the Town of Penetanguishene. She is now retired and is an active member of the community, including member of the Friends of the Penetanguishene Library, St. Ann’s Parish Council Finance Committee, and is a Community Organizer for the Terry Fox Annual Run.
Tony Vipond
Tony Vipond was appointed to the MCHP Board of Directors in 2008. He is Chair of the Joint Conference Committee, and member of the Governance Committee. He currently serves on the Board of Directors for the Penetanguishene General Hospital, and was previously a Board member at the Huronia District Hospital, Rosewood Women’s Shelter, the Ontario Association on Developmental Disabilities, and the Midland YMCA. Tony has completed the Ontario Hospital Association course on Advanced Certificate in Board Governance.
Tony is the Executive Director of Community Living Huronia (CLH), Midland, having been employed there for the past 33 years. He began with CLH in 1975 as a Counsellor. He subsequently held a variety of increasingly responsible positions until his appointment to Executive Director in January of 2000.
Tony is the past Chair of the Simcoe County Strategic Planning group and represents the Specialized Network on the Central East Region Planning Committee.
In 2003, Tony and his team proposed the development of a Central East Regional resource for individuals with a dual diagnosis. The proposal was accepted. Pineview was successfully opened, in collaboration with MHCP in October 2004 resulting in the creation of the first regional resource with partnerships in both developmental services and the mental health field.
