PENETANGUISHENE, ON –Today, officials from the Mental Health Centre Penetanguishene (MHCP) joined community members for a sign unveiling to officially launch site preparation work for a new, state-of-the-art forensic mental health hospital.

MHCP AND INFRASTRUCTURE ONTARIO HAVE RELEASED A REQUEST FOR PROPOSALS (RFP)

MHCP and Infrastructure Ontario have released a request for proposals to three companies short-listed to design, build, finance and maintain our new building. The short-listed companies – Carillion Health Solutions, Integrated Team Solutions and Plenary Health – have approximately six months to prepare and submit their bids to Infrastructure Ontario.

TORONTO – Mental Health Centre Penetanguishene (MHCP) and Infrastructure Ontario today announced the companies short-listed to design, build, finance and maintain a new, state-of-the-art mental health care facility that will be built on the hospital’s existing site.

 

The new facility will provide a secure environment for offenders with mental health disorders. The expanded hospital will replace the existing 160-bed Oak Ridge Facility and the 20-bed Brebeuf Facility, and will consolidate MHCP into a more efficient, integrated building complex.

 

Over the past few months, companies participated in a rigorous and competitive request for qualifications process that began on August 17, 2009. This process reviewed their design, construction, financial and facilities management abilities to deliver a large and complex project, such as the new MHCP.

 

Following evaluations, three companies met the qualifications criteria and were short-listed for the project. The three short-listed companies include:

In their proposals, the short-listed companies demonstrated a strong interest in partnering with local contractors, companies and businesses.

 

The short-listed bidders will be invited to respond to the request for proposals, which will be released in early 2010.

 

“Today’s announcement marks an important milestone for the Mental Health Centre Penetanguishene and the people it serves,” said Deb Matthews, Minister of Health and Long-Term Care. “Improving mental health services is one of my priorities and this new facility will help improve access to quality mental health care.”

Infrastructure Ontario will work with Mental Health Centre Penetanguishene to build the hospital, which will remain publicly owned, publicly controlled and publicly accountable.  Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects – ensuring they are built on time and on budget.

 

The new facility will be part of the Mental Health Centre Penetanguishene, a 312 bed psychiatric hospital located on Georgian Bay in the Town of Penetanguishene, approximately 150 km northwest of Toronto. MHCP provides an extensive range of both acute and longer term psychiatric inpatient and outpatient services to all of Simcoe County, part of Dufferin County and the southern portion of Muskoka/Parry Sound. In addition, MHCP provides the province’s only maximum secure forensic program for clients served by both the mental health and justice systems.  The hospital is recognized for the provision of exceptional care to those most needing mental health services and for its contributions to the understanding of mental illness.

PREQUALIFICATION OF GENERAL CONTRACTORS and MECHANICAL AND ELECTRICAL SUBCONTRACTORS

Mental Health Centre Penetanguishene invites Prequalification Proposals from General Contractors and for Mechanical and Electrical Subcontractors for the Phase 1 – Enabling Works Project at the Mental Health Centre Penetanguishene, which includes but is not limited to the construction of a new Environmental Services Building (approximately 2,550 sq.m.) with storage and parking support, installation of a new fuel pump and underground storage tank, the construction of a new visiting doctor’s residence (approximately 275 sq.m.) and associated parking, new landscaping surrounding the new construction, the demolition of the existing Garage (steel framed), Trades Building (masonry), a doctor’s residence (wood framed) and removal of the existing fuel pump and underground storage tank, as well as soils remediation works and designated substances removals.

There will be no site visit at this time.  Successful General Contractors, Mechanical and Electrical Subcontractors will be invited to visit the site at the time of tender.

Contractors interested in being prequalified to bid the work MUST submit the following:

• Completed CCDC Document No. 11.
• Demonstrate ability to work on similar project type, with strict security
  requirements on an occupied site.
• Resumes of intended project manager and project superintendent
  and their relevant experience related to work of the nature  
  described.  Security background checks for all personnel will be
  mandatory.
• Letter from nationally recognized Surety Company stating total
  bonding limit and current bonding committed.
• Submission of form “CAD7 – Experience Assessment” as calculated
  and issued by the Workplace Safety and Insurance Board.
• Copy of Contractors Health and Safety Policy.
• References and telephone numbers.

The prequalification process will include an assessment of previous performance in a number of areas including, but not limited to, safety, similar work, meeting schedules and consultant and owner satisfaction.

Prequalification information shall be submitted no later than 12:00:00 noon local time on Thursday December 10, 2009 to Mental Health Centre Penetanguishene, 500 Church Street, Penetanguishene, Ontario, L9M 1G3.

Two (2) copies of the Prequalification Submission Package are required.

Submissions received after the closing deadline will not be accepted.  Mental Health Centre Penetanguishene reserves the right to select and approve only those Contractors which Mental Health Centre Penetanguishene deems in its sole discretion suitable and qualified for the project.  Mental Health Centre Penetanguishene reserves the right to reject all submissions.


On August 17, 2009, Infrastructure Ontario in partnership with Mental Health Centre Penetanguishene released a Request for Qualifications (RFQ) to design, build, finance and maintain the new state of the art Forensic Building.
