Capsule Biography of Dr. Russel Fleming Dr. Russel Fleming graduated from the University of Western Ontario Medical School in 1969. He became a fellow of the Royal College of Physicians and Surgeons, specializing in Psychiatry, in 1975. Dr. Fleming came to the Oak Ridge Division of the Mental Health Centre Penetanguishene in 1974 and subsequently became Director of the Forensic Assessment Unit. He has since held several positions there of increasing responsibility. In 1987, he was appointed Clinical Director of the hospital’s Oak Ridge Division, Ontario’s only maximum security psychiatric hospital. In February 1989, Dr. Fleming took on the additional responsibility of Acting Psychiatrist-in-Chief and was confirmed in that position a year later. In October 1996, he was appointed interim Chief of Psychiatry at the Royal Victoria Hospital in Barrie, a position he relinquished in October 1998 to devote himself full time to the Mental Health Centre.
